Twenty-four film projects have been selected by the Hubert Bals Fund of the International Film Festival Rotterdam (IFFR) to receive grants for script development, digital production, postproduction, distribution or workshops. In the current round, the fund is giving 349,000 euros to projects from 13 Asian, African or Latin-American countries. The selection includes new films by established filmmakers such as Martín Rejtman, Enrique Rivero, James Lee and many first time filmmakers.
The Hubert Bals Fund aims to bring "important" feature films and feature-length creative documentaries by "innovative" filmmakers from developing countries closer to completion. The Hubert Bals Fund annually spends nearly 1 million euros and is able to make individual grants of up to 10,000 euros for script and project development, 20,000 euros for digital production, 30,000 euros for post-production, 15,000 euros towards distribution costs in the country of origin or 10,000 euros for special projects such as training workshops. Selection rounds take place twice a year and have application deadlines on March 1 and August 1.
HBF supported films that have been making the recent festival rounds include "Uncle Boonmee," this year's winner of the Cannes Palme d'Or, "Winter Vacation," which received the Golden Lion at Locarno this Summer and "Tilva Ros," which took the Heart of Sarajevo award at the Sarajevo Film Festival.
Along with CineMart, the Hubert Bals Fund (HBF) is part of the International Film Festival Rotterdam (IFFR). The 40th IFFR will take place January 26 – February 6, 2011.
The Hubert Bals Fund is supported by the Dutch Ministry of Foreign Affairs, Dutch non-governmental development organizations Hivos-NCDO Culture Foundation, the DOEN Foundation and the Dioraphte Foundation.
