Based on true events, Picco sheds light on the everyday life of youth prison inmates in Germany and shows in a merciless way that the judiciary system is by no means able to re-educate these lost youths. Kevin is new in youth prison. He has to share a cell with Tommy, Andy and Marc. A partnership of convenience in a system where only the strong prevail. It is hard for Kevin to establish himself. He’s afraid of not sticking it out. Only Tommy gives him an amicable advice: In this system, you’re either a victim or a culprit. They turn night into day and the streets into an adventure playground. The boys run wild and hang out in the neighbourhood, steal cars, experiment with drugs and try out the new swingers’ club. They open their own disco which is soon besieged by neo-Nazi skinheads.
