“Welcome” by Director Philippe Lioret took top nods, capping the 18th Heartland Film Festival over the weekend. The film took the $100,000 Grand Prize Award for Best Dramatic Feature. Also taking home prizes were “P-Star Rising” by director Gabriel Noble ($25,000) for best documentary feature and “Bicycle” (Jitensha) by Dean Yamada who received teh Vision Award for Best Short Film ($10,000).
