“3rd Street Blackout” has all the makings of the most quintessentially quintessential New York indie: a love triangle, the city as a plot device and statement eyewear. And much like in “Breaking Upwards” or “Kissing Jessica Stein,” the starring duo (Negin Farsad and Jeremy Redleaf) also pull double (actually, triple) duty as co-writers and co-directors. Here’s hoping self-aware quips like “I wasn’t loved as a child” elevate “Blackout” above the other quirky rom-coms of the summer. Also, Janeane Garofalo is in this. Janeane Garofalo!
