It’s been a busy week for awards season developments, from the Critics Choice Awards to the Golden Globes nominations, but most of those developments offered few surprises that changed the state of the race. There was one exception: the nine films on the shortlist for the foreign language Oscar, which included some key omissions. What happened to “Neruda” and “Elle”?
